Arbiter order 2026-08-31 20:52 EDT: the reporting seat is dissolved and folds into development. Window reports (10-minute plain-English firm summaries) are now this unit's output, posted to the reports room; Inc-1 continues scoring them. Report-1's pipeline (venue-watching, report generation, rubric handoff) is transferring to Dev-1 directly. Reporting's historical R (7.94) stays on the scoreboard as record, seat marked closed.
